Understanding Property Taxes in Arkansas

In this course, Washington County Assessor Russell Hill will cover three key approaches to determining property value to better understand property taxes in Arkansas. He will explain the differences between market value and use value, as well as mass appraisal versus fee appraisal. Additionally, he will discuss the benefits of Amendment 79 for homeowners and the impact of a countywide appraisal.

Russell Hill
Russell Hill is nearing his tenth year as the Washington County Assessor and holds a Level Four designation in Assessment Administration from the State of Arkansas. He has completed over 250 hours of training in assessment administration, which includes courses A, B, and C, as well as IAAO Course 101 (Fundamentals of Real Property Appraisal), IAAO Course 300 (Fundamentals of Mass Appraisal), IAAO Course 400 (Assessment Administration), IAAO Course 500 (Assessment of Personal Property), and the Marshall & Swift Commercial Cost Workshop. Currently, Russell serves as President of the Arkansas Assessor's Association and is a member of the legislative committee.
