250 Oak Ridge Comprehensive Plan

The City of Oak Ridge is in the process of updating its Comprehensive Plan. The plan will help the city maintain its character, enhance the quality of life for its residents, and support economic development. The Comprehensive Plan will serve as the City’s roadmap for the next 20 years. The City Council, Planning Commission, and City Staff will use the plan to make important land use, budgeting, and development decisions.
Wayne Blasius
Wayne Blasius is the Planning & Development Director for Oak Ridge. Prior to joining the city in 2017, he led the East Tennessee Community Design Center from 2014-17. Previously he founded InSite Development Corporation in 2001, a real estate development firm that completed major downtown Knoxville historic rehabs such as the Mast General Story/Gallery Lofts. Blasius earlier served as Deputy Community Development for the city of Knoxville. Blasius earned a bachelor's degree in economics from the University of Wisconsin-Eau Claire, and a MS in urban planning from the University of Tennessee. Wayne has served or chaired many non-profit community boards including Big Brothers-Big Sisters, Good Shephard Counseling Center and the Oak Ridge Fund for Achieving Community Excellence.
